Universitas Udayana has established a strategic partnership with the Secretariat General of the Regional Representative Council of the Republic of Indonesia (Setjen DPD RI) in an effort to strengthen the development of a digital parliament based on research and innovation.

The signing of the Memorandum of Understanding (MoU) took place on Thursday, December 11, 2025, at the Holiday Inn Resort Baruna Kuta, Bali, and also involved the National Civil Service Agency (BKN) as a supporting partner.
The Rector of Universitas Udayana, Prof. Ir. I Ketut Sudarsana, S.T., Ph.D., was present in person, accompanied by the Vice Rector for Planning, Cooperation, and Information, Prof. Dr. Eng. Ir. Made Sucipta, S.T., M.T., IPM. The presence of the university’s leadership demonstrated Universitas Udayana’s full commitment to strengthening strategic cooperation networks with state institutions, particularly in the field of government digital transformation.
In his remarks, the Secretary General of the DPD RI, Mohammad Iqbal, emphasized that partnerships with higher education institutions are an essential component in building a modern, responsive, and evidence-based parliamentary system. He noted that strengthening a digital parliament cannot be achieved without the support of academics and relevant research outcomes.
Iqbal explained that the cooperation covers three main programs: the development of an artificial intelligence–based system for classifying and analyzing regional aspirations; the strengthening of inclusive services for persons with disabilities and communities in remote areas; and the enhancement of digital human resource capacity within the DPD RI.
“This is more than a ceremonial occasion. It is a strategic step that brings together bureaucracy and science, the state and research, policy and innovation,” he said. He also stressed that universities are not merely complementary partners, but a vital part of shaping the future of institutional development.
In his address, the Rector of Universitas Udayana stated that the university is fully prepared to support this digital transformation through collaborative research and technology development.
“Digital transformation in state institutions requires a collaborative ecosystem. Universities serve as centers of innovation to strengthen the foundation of Indonesia’s digital parliament,” he remarked.
The Rector also outlined several innovations prepared by Universitas Udayana, including a Smart Aspiration System equipped with automated classification, sentiment analysis, ticket management, and a dashboard for monitoring the follow-up of public aspirations. In addition, Universitas Udayana will develop artificial intelligence analytics to identify patterns of regional issues, map strategic concerns, and provide data-driven policy recommendations. Other innovations include disability-friendly aspiration services and outreach to remote communities through voice-based interfaces and offline services utilizing SMS gateway technology.
Through this MoU, the DPD RI and Universitas Udayana agreed to undertake joint system development (co-development), applied research, and digital competency training for state civil servants. Both parties expect this collaboration to produce digital platforms that are not only technologically advanced, but also inclusive and responsive to the real needs of regional communities.
This cooperation marks an important step toward delivering parliamentary services that are closer to the people, driven by innovation, and adaptive to the demands of modern democracy.
