Unud Holds External Public Hearing on Draft Rector's Regulation Regarding Procurement of Goods and Services
Denpasar – The External Public Hearing on the Draft Rector’s Regulation Regarding the Procurement of Goods and Services (PBJ) at Udayana University took place at the Postgraduate Auditorium, Sudirman Campus, Denpasar, on Monday (June 2, 2025). The event was attended by university leaders, external stakeholders, and other invited guests.
Speakers at the hearing included Asep Suryamiharja and Tri Nugro Susilo from the Inspectorate General of the Ministry of Education, Research and Technology; Hendry Wibowo from the Directorate of BLU Guidance; I Gusti Ngurah Agung Kusumayasa Diputra, SH., MH, Head of Civil Division of the Bali High Prosecutor's Office; Imam Mulyo Wibowo from the Bali Province BPKP; Dr. I Dewa Agung Gede Manu, SH., MH, Head of the Bali Province DPD IAPI; and Antares Firman, SE., M.Prof.Acc., from Universitas Terbuka.
In his opening remarks, Udayana University Rector Prof. Ir. I Ketut Sudarsana, ST., Ph.D. stated that Udayana currently has a Rector’s Regulation on PBJ that follows general procurement rules as outlined in the Presidential Regulation (Perpres) and its derivative regulations. In response to advice from the Board of Trustees on how the university should structure its PBJ regulation—by learning from institutions with successful implementation—Udayana has collaborated with Universitas Terbuka in developing information technology, particularly in adopting the regulation and its supporting procurement system.
The adopted system is named SIPranayana (Udayana University Procurement Information System).
The Rector also explained that an internal public hearing was held on May 8, 2025, involving all Udayana University leadership to discuss the draft regulation. The official enactment of the regulation and the launch of the system are scheduled for July 1, 2025.
“We hope the speakers and attendees can provide their opinions, input, and suggestions to improve the draft regulation for the betterment of Udayana University,” said the Rector.
Meanwhile, Udayana University’s BMN Coordinator, I Dewa Made Ary Swanjaya, S.ST.Par., MH, explained in his presentation that the need for this Rector’s Regulation stems from the fact that BLU (Public Service Agencies) PBJ is exempt from general PBJ regulations and must be governed independently through regulations set by the head of the BLU. The objective is to achieve a procurement process that upholds the principles of efficiency, cost-effectiveness, and sound business practices.
This regulation serves as the foundation and direction for the establishment of a new integrated procurement system. The regulation consists of 11 chapters, 61 articles, and 3 appendices. It will be implemented via the SIPranayana application, an integrated platform designed to manage all procurement processes at Udayana University. To support oversight, SIPranayana also features E-Audit, which allows auditors to conduct full or partial audits electronically, based on audit needs.
In the panel session moderated by Prof. Dr. Anak Agung Istri Ari Atu Dewi, S.H., M.H., each speaker analyzed and provided input or suggestions on the draft regulation from the perspective of their respective institutions.
