IMPLEMENTATION OF VILLAGE FUND POLICY AND COMMUNITY WELFARE IN TABANAN REGENCY DOCTORAL PROMOTION TRIAL DOCTORAL STUDY PROGRAM FEB UNUD

The government is currently devoting its attention to rural development and rural economic development through the Village Fund program to improve community welfare. The Village Fund Program will run well if it is supported by the implementation of the Village Fund policy and optimal management of the Village Fund. This study aims to analyze the effect of village characteristics, implementation of Village Fund policies, Village Fund management and village economic development on the welfare of rural communities in Tabanan Regency.

This study was designed using quantitative methods with 399 respondents consisting of village officials, community leaders and the general public who know about the Village Fund. The analytical model used is Partial Least Square (PLS) with Structural Equation Modeling (SEM).

The results showed that:

1) Village characteristic variables directly have a positive effect on the implementation of the Village Fund policy in Tabanan Regency;

2) Variables of village characteristics and the implementation of Village Fund policies directly have a positive effect on the management of Village Funds in Tabanan Regency;

3) Variable village characteristics, implementation of Village Fund policies and Village Fund management directly have a positive effect on village economic development in Tabanan Regency;

4) Variable village characteristics, implementation of Village Fund policies, Village Fund management and village economic development have a positive effect on the welfare of rural communities in Tabanan Regency;

5) There is an indirect effect of village characteristics on the management of village funds, village economic development and village community welfare through the implementation of the Village Fund policy in Tabanan Regency;

6) There is an indirect effect of village characteristics and the implementation of Village Fund policies on village economic development and village community welfare through the management of Village Funds in Tabanan Regency;

7) There is an indirect effect of village characteristics, implementation of Village Fund policies and Village Fund management on the welfare of rural communities through village economic development in Tabanan Regency.

Based on the results of this study, it is expected that the implementation of the Village Fund policy is made simpler so as not to hamper the bureaucracy, especially in the management of the Village Fund so that the Village Fund can be realized in accordance with the set targets.
