Rector of Udayana University Signs Memorandum of Understanding with Regent of East Flores to Improve Quality of Public Health Services

Jimbaran – Udayana University has entered into a partnership with the Government of East Flores Regency, marked by the signing of a Memorandum of Understanding (MoU) held at the Nusa Room, Rectorate Building, Jimbaran Campus on Thursday (June 5, 2025). As part of the event, a Cooperation Agreement (PKS) was also signed between the Faculty of Medicine of Udayana University, Prof. Ngoerah General Hospital (RSUP), and Dr. Hendrikus Fernandez Regional Hospital (RSUD) in Larantuka.

The signing ceremony was attended by the Rector of Udayana University, the Vice Rector for General Affairs and Finance, the Vice Dean III of the Faculty of Medicine and staff, the Acting Director of RSUP Prof. Ngoerah, the Regent of East Flores along with the Regional Secretary and Head of the Health Office, as well as the Acting Director of RSUD Dr. Hendrikus Fernandez Larantuka and their respective teams.

In his remarks, Rector of Udayana University, Prof. Ir. I Ketut Sudarsana, ST., Ph.D., stated that this collaboration marks an important milestone in strengthening synergy between higher education institutions and regional governments. The signed memorandum is aimed at improving the quality of public health services in East Flores Regency through enhanced implementation of the Tri Dharma of Higher Education—education, research, and community service.

“We believe that quality healthcare cannot be separated from the development of superior human resources with excellent skills and competencies. This collaboration will not only focus on health services and capacity building for medical and health personnel, but also on various academic and non-academic activities. With the MoU and PKS as a foundation, we can create collaborations in various fields that are aligned with both the regional government's needs and the resources we have at Udayana University,” said the Rector.

The collaboration will be carried out by implementing units, particularly the Faculty of Medicine and Udayana’s Teaching Hospital, which will work together with RSUD Dr. Hendrikus Fernandez to develop appropriate and sustainable service and training models. On this occasion, the Rector also expressed appreciation for the commitment of the Regent of East Flores in developing superior human resources through partnerships with educational institutions. He hopes that this cooperation will have a positive impact on community development and not remain a mere formality, but instead be implemented in line with the MoU and PKS that were signed.

Meanwhile, Regent of East Flores, Ir. Antonius Doni Dihen, stated that the collaboration has actually been ongoing since 2022 and is now being reinforced through the signing of this MoU. As the regional leader, he expressed gratitude to Udayana University, particularly the Faculty of Medicine, for its ongoing support in improving healthcare services in East Flores. He acknowledged the significant impact of Udayana’s contributions, especially through the deployment of specialist doctors and senior residents who have helped enhance medical services at RSUD Dr. Hendrikus Fernandez Larantuka.

The Regent also gave an overview of the development of healthcare services in East Flores, which have improved over time in line with increasing attention from various levels of government, particularly the central government. While the number of healthcare facilities is now considered sufficient, there are still limitations in infrastructure and shortages of both medical and healthcare personnel.

He expressed hope that this cooperation would open up opportunities to address these challenges. Although the current scope of the agreement mainly covers the provision of medical personnel, he emphasized the pressing need for broader collaboration in the training and development of both medical and healthcare professionals.
