Supporting the PTNBH Transition, Udayana University Holds Workshop on the Draft Rector’s Regulation on Cooperation

Denpasar – Udayana University held a Workshop on the Draft Rector’s Regulation concerning Cooperation, which took place at the dr. A. A. Made Djelantik Meeting Room, 4th Floor, Faculty of Medicine Building, Sudirman Campus Denpasar, Wednesday (12/11/2025). The event was opened by the Rector of Udayana University, Prof. I Ketut Sudarsana, and attended by the Vice Rectors, Bureau Heads, Deans, the Director of Postgraduate Programs, Heads of Institutions, the Director of Udayana University Hospital, the Chair of the PTNBH Acceleration Unit, the Chair and Drafting Team of the Rector’s Regulation on Cooperation, and other invited guests.

The Chair of the PTNBH Acceleration Unit of Udayana University, Prof. Nyoman Semadi Antara, reported that the unit has completed preparations for 16 draft Rector’s Regulations that are crucial for the transition period following the determination of PTNBH status. “Out of approximately 53 mandated Rector’s Regulations, we have attempted to simplify the regulations to make them more efficient and effective. This year, we are targeting the completion of three priority drafts: the Rector’s Regulation on Business Management, the Rector’s Regulation on Cooperation, and the Rector’s Regulation on Laboratory Management,” he said.

Today’s workshop aims to gather constructive feedback from stakeholders, considering that cooperation is a highly complex strategic issue. Prof. Semadi also extended his welcome and gratitude to the keynote speaker, Mr. Tri Joko Wahyu Adi from ITS, for sharing his experiences. “Our partnership with ITS is highly efficient and strategic. We hope the inputs from this workshop will strengthen the draft Regulation on Cooperation that we have prepared,” he added.

He further explained that the issuance process of the Government Regulation for PTNBH Udayana University has gone through the initial approval stages at the Ministry of Law and Human Rights and Bappenas, and is currently awaiting approval from the Ministry of Finance before proceeding to the State Secretariat. “We aim to have this Government Regulation issued within this year. Alongside regulatory preparation, we have also conducted a scientific institutional study of the faculties to understand governance efficiency and support measurable post-PTNBH improvements so that we are not left behind other PTNBH institutions.”

“We hope the results of this study will provide transparent and accurate information to all units, faculties, lecturers, and education staff. With collaboration and support from all parties, we believe Udayana University will be fully ready to implement the PTNBH mandate,” Prof. Semadi stated.

Meanwhile, Rector of Udayana University, Prof. I Ketut Sudarsana, stated that the university is currently at a pivotal point in its transformation from a Public Service Agency (PTN BLU) to a Legal Entity State University (PTN BH). “This is not merely a change in designation, but a major leap that requires broader autonomy in governance to enable faster institutional progress. However, autonomy requires caution, transparency, and integrity. We will learn from universities that have successfully transformed into PTN BH,” the Rector remarked.

He emphasized that although Udayana University has established many cooperation agreements, it is necessary to reorganize and streamline existing collaborations, both academic and non-academic, domestic and international. “We don’t need more paperwork; we need concrete impacts from cooperation. The Rectorate will lead this effort with relevant units to ensure legal, financial, and risk mitigation aspects are carefully managed.”

“As a prospective PTN-BH, we cannot continue to rely solely on student intake and tuition fees. The only way forward is to increase income through non-academic cooperation and business development units. We must strengthen the downstream implementation of research outputs. We hope Mr. Tri will share experiences on managing non-academic cooperation with third parties,” the Rector continued.

Through this workshop, leaders are encouraged to share insights, expectations, and recommendations based on cooperation experiences that have been carried out so far. “Let us collectively realize a more autonomous, transparent, and impactful Udayana University through strategic and concrete collaboration,” the Rector concluded.
