Unud and the Directorate General of Immigration Sign Cooperation Agreement, Establish Immigration Policy Center and Hold a Public Lecture

Denpasar, 2 December 2025 – Udayana University (Unud) and the Directorate General of Immigration of the Republic of Indonesia signed a strategic Cooperation Agreement (PKS) to strengthen collaboration between the central government, regional government, and higher education institutions in developing human resources, improving public services, and promoting modern immigration governance. The event took place at the Theater Room, Lecture Building, Unud Jimbaran Campus, and was followed by a public lecture themed “Immigration Strategies for Mapping the Future of Bali.”

The event was attended by the Rector of Unud, Prof. Ir. I Ketut Sudarsana, S.T., Ph.D.; the Acting Director General of Immigration represented by the Director of Visas and Travel Documents, Eko Budianto, S.H., M.Si.; and the Head of the Bali Regional Office of the Directorate General of Immigration, Dr. Parlindungan, S.H., M.H.

In his report, the Head of the Bali Regional Office of the Directorate General of Immigration, Dr. Parlindungan, S.H., M.H., emphasized that this signing marks a concrete step by the Directorate General of Immigration in strengthening cross-sector cooperation networks.

“Today’s event is a tangible expression of the Directorate General of Immigration’s commitment to promoting collaboration between academia and local government to support regional development and enhance public services,” he stated.

He explained that three Cooperation Agreements were signed today: a PKS with Udayana University on the implementation of the Tri Dharma of Higher Education and human resource development; a PKS with Tabanan Regency on synergy in accelerating the operationalization of the Tabanan Class III Non-TPI Immigration Office; and a PKS with Klungkung Regency on accelerating the operationalization of the Klungkung Class III Non-TPI Immigration Office.

The Rector of Udayana University, Prof. I Ketut Sudarsana, stated that this collaboration holds strategic value for scientific advancement and Unud’s contribution to national development.

“Today is an important momentum for Udayana University. This cooperation is not merely ceremonial; it is a foundation for strong, strategic, and long-term collaboration,” he said.

The Rector outlined five major initiatives included in the PKS, namely the establishment of the Indonesia Center for Immigration Policy and Analysis at Unud, integration of the mandatory Immigration Law course, involvement of practitioners from the Directorate General of Immigration as lecturers and examiners, strengthening of collaborative research, and support for advanced education for Immigration personnel.

“Udayana University will integrate the mandatory Immigration Law course and open broader opportunities for Immigration practitioners to teach and collaborate. This is a concrete implementation of the Merdeka Belajar–Kampus Merdeka policy,” he explained.

The Acting Director General of Immigration, represented by the Director of Visas and Travel Documents, Eko Budianto, affirmed that this cooperation has a direct impact on strengthening immigration services.

“This cooperation is not just a formality on paper, but a real contribution from all of us to advance modern, transparent immigration governance that directly benefits the public,” he said.

He added that the PKS with Udayana University will serve as a platform for academic and resource exchange to produce research-based policies that are relevant to global developments.

The event continued with a public lecture delivered by the Acting Director General of Immigration, represented by the Director of Visas and Travel Documents, Eko Budianto, titled “Immigration Strategies for Mapping the Future of Bali.” The lecture discussed challenges related to international mobility, the need for adaptive human resources, and the direction of immigration policy to support Bali as a world tourism hub.
