Udayana University Holds Workshop on Drafting Rector Regulation on Business Management

Jimbaran – Udayana University held a Workshop on Drafting the Rector Regulation on Business Management at the Ruang Bangsa, Rectorate Building, Jimbaran Campus, on Monday (November 3, 2025). The event was attended by university leaders, deans, the director of the postgraduate school, heads of institutions, managers of university business units, and the drafting team for the Rector Regulation.

The workshop was officially opened by the Rector of Udayana University, Prof. I Ketut Sudarsana, who in his remarks emphasized the importance of developing a regulation that serves as a legal foundation for effective, efficient, transparent, and autonomy-oriented business governance within the university.

The workshop featured two keynote speakers: Dr. Eka Pujiyanti, SKM, SE, MKM from Universitas Indonesia, and a representative from Universitas Negeri Surabaya (Unesa), who shared their experiences in managing business units within Legal Entity State Universities (Perguruan Tinggi Negeri Berbadan Hukum or PTNBH). Dr. Eka Pujiyanti presented best practices implemented at Universitas Indonesia, particularly the Rector Regulation No. 17 of 2024 on the Special Work Unit for Teaching Hospitals and Rector Regulation No. 10 of 2025 on Financial Management of Special Work Units, which serve as references for Udayana University in designing a similar regulation.

During the discussion session, participants explored in depth the draft structure of Udayana University’s Rector Regulation on Business Management, which consists of three main sections: the Business Management Agency (BPU), University-Owned Enterprises (BUMU), and general provisions outlining the objectives, purposes, and scope of business activities. The draft aims to optimize university funding sources through professional management of business units, ranging from service and production fields to the development of university-owned enterprises in the form of limited liability companies.

Further discussions also focused on financial management mechanisms, human resource arrangements, and systems for reporting and supervision. The BPU is expected to function as a strategic body under the Rector, responsible for policy formulation, business development, and asset management. Meanwhile, the BUMU is designed to serve as the university’s business entity capable of conducting investments, mergers, and partnerships with external parties in an accountable and transparent manner.

All participants actively provided input on the draft regulation, both in terms of substance and technical implementation. The workshop generated several key recommendations regarding the strengthening of financial reporting systems, profit-sharing mechanisms, and oversight strategies to ensure alignment with the principles of good university governance.

Through this workshop, Udayana University reaffirmed its commitment to strengthening business governance based on adaptive and visionary regulations. This initiative represents a strategic step toward institutional autonomy within the PTNBH framework, in which each business unit is expected to become a productive resource contributing significantly to the advancement of education, research, and community service.
