Held at Udayana University, the Bureau of Finance and State Property of the Secretariat General of the Ministry of Education, Research, and Technology Conducts IKPA and Budget Absorption Monitoring and Evaluation for 26 Work Units
Jimbaran – The Finance and BMN Bureau of the Secretariat General of Kemdiktisaintek conducted monitoring and evaluation activities on IKPA and Budget Absorption involving 26 Work Units within Kemdiktisaintek. The event took place at the Bangsa Room, Rectorate Building, Udayana University Jimbaran Campus, Thursday (September 18, 2025). The activity was opened by the Head of the Finance and BMN Bureau and attended by representatives from 26 Work Units within Kemdiktisaintek, consisting of 5 LLDikti and 21 Universities.
The Head of General Bureau of Udayana University, Ni Made Pertami Susilawati, SE., MM, representing the Rector of Udayana University, in her speech welcomed the participants and expressed gratitude for being trusted as the host of this event. Furthermore, she conveyed that there are three agendas in this activity: the aspect of planning quality, the aspect of budget execution quality, and the aspect of budget execution results, which will be indicators explored through the resource persons. On this occasion, she also informed that Udayana University has its own Rector Regulation regarding the management of goods and services, which no longer refers to the Presidential Regulation and has been implemented since July 2025. The stages have been carried out and are still in process.
“We really hope that through this activity, we can get a reflection of how far we have progressed. If it has not reached the planned targets yet, we hope the Ministry’s resource persons can provide input to the Work Units present to accelerate the process so that the realization aligns with expectations,” she said.
Meanwhile, the Head of Finance and BMN Bureau of the Secretariat General of Kemdiktisaintek, Dr. Agus Sunarya Sulaeman, S.ST., Ak., M.Si, in his direction, said that this activity aims to monitor and evaluate the IKPA of Work Units, which includes elements such as budget absorption, revision planning, and blocked budgets that are part of the evaluation materials. This meeting is to find the best solutions. Furthermore, there are still questions because within the IKPA, one of the links is related to output concerning the procurement of goods and services. It is expected that this can be completed within a short time before the end of the year.
On this occasion, the Head of Finance and BMN Bureau also presented materials related to aspects, indicators, and categories of IKPA. The monitoring and evaluation of budget implementation for Ministries/Institutions aim at the effectiveness of budget execution, efficiency in budget usage, and compliance with budget regulations. The results of the monitoring and evaluation will be used by the Minister/Head of Institution as Budget User (PA) to improve the effectiveness of performance achievement through analysis of budget absorption performance and the real output achievements of programs/activities of the Work Units in producing outputs and outcomes in a timely and quality manner according to established goals and targets.
This activity was filled with two agendas, namely Monitoring and Evaluation of IKPA as of August 2025 and Budget Absorption as of September 2025 in Work Units within Kemdiktisaintek, with resource persons from the Directorate of Budget Implementation of the Ministry of Finance, Nur Hidayat, S.ST., Ak., MT, and Alviz Elfarij. Then, the Evaluation of Procurement Implementation in Work Units within Kemdiktisaintek with resource persons from the General Bureau, Public Relations, and Procurement, namely Gede Supriadi, SE., M.Pd., as well as material related to the treasury system from the Finance and BMN Bureau team.
