Udayana University Holds Workshop on Drafting Rector’s Regulation on University Collaboration

Denpasar – Udayana University held a Workshop on the Drafting of the Rector’s Regulation on Collaboration on Wednesday (November 12, 2025) at the dr. A.A. Made Djelantik Meeting Room, 4th Floor, Faculty of Medicine Building, Sudirman Campus, Denpasar. The event was officially opened by the Rector of Udayana University, Prof. Ir. I Ketut Sudarsana, S.T., Ph.D., and attended by the Vice Rectors, Bureau Heads, Deans, Director of the Postgraduate Program, Heads of Institutes, Director of Udayana University Hospital, Head of the PTNBH Acceleration Unit, the drafting team of the Regulation on Collaboration, and other invited guests.

Head of the PTNBH Acceleration Unit of Udayana University, Prof. Nyoman Semadi Antara, in his report, stated that the team had completed the preparation of 16 draft Rector’s Regulations that are crucial for the transition period following Udayana’s designation as a Legal Entity State University (Perguruan Tinggi Negeri Berbadan Hukum or PTNBH). Out of approximately 53 Rector’s Regulations mandated, efforts have been made to simplify and streamline the regulations for greater efficiency and effectiveness. This year, three priority draft regulations are being finalized: the Rector’s Regulation on Business Management, the Rector’s Regulation on Collaboration, and the Rector’s Regulation on Laboratory Management.

He explained that the goal of this workshop is to gather constructive input from stakeholders, considering that collaboration is a complex issue. “We would like to extend a warm welcome and appreciation to our guest speaker, Mr. Tri Joko Wahyu Adi from ITS (Institut Teknologi Sepuluh Nopember), for sharing his valuable experience. Our partnership with ITS has proven to be highly strategic and efficient. We hope that the insights from this workshop will help refine the draft Rector’s Regulation on Collaboration,” he said.

Prof. Semadi also conveyed that the draft Government Regulation for Udayana University’s PTNBH status has completed the initial approval process at the Ministry of Law and Human Rights and Bappenas, and is currently awaiting approval from the Ministry of Finance before being processed by the State Secretariat.

“We are targeting the establishment of this Government Regulation within this year,” he said.

In addition to regulatory preparation, a scientific study of faculty-level institutional structures has been conducted to assess governance efficiency. “The goal is to enable measurable and accelerated improvements after Udayana officially becomes a PTNBH so that we are not left behind other institutions that have already transformed,” he explained.

“We hope the results of this study will provide transparent and accurate information for all units, faculties, lecturers, and administrative staff. With strong collaboration and support from all parties, I am confident that Udayana University will be fully ready to carry out its PTNBH mandate,” concluded Prof. Semadi.

Meanwhile, Rector Prof. I Ketut Sudarsana in his address stated that Udayana University is currently at a critical turning point in its transformation from a Public Service Agency State University (PTN BLU) to a Legal Entity State University (PTN BH).

“This is not merely a change of status, but a significant leap that demands broader autonomy to enable faster and more agile institutional management. However, this autonomy must always be accompanied by caution, transparency, and integrity in every aspect of governance. We will continue to learn from other universities that have successfully transitioned to PTN BH,” he said.

The Rector emphasized that although Udayana University has established many collaborations, there is a need to reorganize and streamline existing partnerships, both academic and non-academic, domestic and international.

“We don’t need stacks of paperwork — what we need are tangible impacts from our cooperation agreements. The Rectorate will lead this effort, working closely with related units to ensure that all legal, financial, and risk mitigation aspects are properly addressed,” he stated.

As a future PTNBH, the Rector also stressed the importance of diversifying income sources beyond student tuition fees.

“We cannot continue to rely solely on student numbers and tuition (UKT). The only viable way forward is to increase revenue through non-academic collaborations and business development units. We must also enhance the downstream impact of our research outputs. We hope Mr. Tri can share insights on managing non-academic collaborations with third parties. Therefore, I encourage all leaders present to share your thoughts, expectations, and suggestions based on your collaboration experiences. Together, let us build Udayana University to be more autonomous, transparent, and impactful through strategic and concrete partnerships,” concluded the Rector.
