Udayana University Law Students Promote Strengthening of Village Regulations Through Focus Group Discussion on Draft Village Regulations on Levies in Melinggih Kelod Village

As part of the implementation of the Impactful Campus program through the 2026 Melinggih Kelod Village Development Program (MBKM), Udayana University Faculty of Law students held a Focus Group Discussion (FGD) on the Draft Village Regulation (Ranperdes) on Village Levies on June 22, 2026, in the 3rd Floor Meeting Room of the Payangan District Government Center, Gianyar Regency, Bali.

This activity represents an academic contribution to supporting the strengthening of village governance through the development of regulations that have a legal basis, clear mechanisms, and adhere to the values โ€‹โ€‹โ€‹โ€‹of the village community. The FGD provided a forum for discussion and exchange of ideas between academics, village officials, and legal practitioners to further discuss the legal aspects of the Draft Village Regulation on Levies.

The FGD featured speakers with expertise in their respective fields. From the Faculty of Law at Udayana University, I Gede Pasek Pramana, S.H., M.H., presented the Draft Village Regulation on Village Levies from a customary law perspective, and Cokorda Dalem Dahana, S.H., M.Kn., discussed this aspect from a State Administrative Law perspective. Furthermore, the event featured Keenan Abraham Siregar, S.H., from the Gianyar District Attorney’s Office, who provided insights into the Draft Village Regulation on Village Levies from a criminal law perspective, particularly regarding the limitations of authority and potential legal issues that could arise in the implementation of village levies.

The FGD not only featured speakers from academics and legal practitioners, but also involved village officials, both from the Village Office and the Customary Village, as parties who play a direct role in the implementation and management of levies at the village level. The presence of these various parties is crucial for gaining a more comprehensive understanding of community needs, current practices, and the development of regulations that align with legal principles and village governance.

Through this activity, students from the Melinggih Kelod Village Development Program, Faculty of Law, Udayana University, and the community worked together to build synergy in creating village regulations that not only have legal legitimacy but also address real community needs. The interactive discussion is expected to provide constructive input for refining the Draft Village Regulation on Levies, ensuring that it becomes a transparent, accountable, and community-oriented village legal instrument.

This Focus Group Discussion on the Draft Village Regulation on Levies demonstrates the role of universities in impacting communities through legal assistance, strengthening village capacity, and applying relevant knowledge to village development needs.
