Badung, October 22, 2026 — Udayana University has strengthened its contribution to the development of culture-based technology through the participation of its researchers in the ICANN87 Annual General Meeting in Bali. The ‘Tamiang’ Balinese script keyboard—an innovation developed by the university—and the creation of domain names using Balinese script represent the practical application of Udayana University’s research, aimed at expanding the use of regional scripts in the digital sphere.

ICANN87 took place from October 17–22, 2026, at the Bali International Convention Centre in Nusa Dua, with the Indonesian Internet Domain Name Registry (PANDI) serving as the local host. This inaugural ICANN public meeting in Indonesia brought together representatives from government, the technical community, academia, the business sector, and civil society to discuss the development of global internet infrastructure and governance.

During the ICANN87 welcome reception, the Governor of Bali, I Wayan Koster, presented the ‘Tamiang’ Balinese script keyboard to the Indonesian Minister of Culture, Fadli Zon, as well as to ICANN leadership. The keyboard, a product of research conducted at Udayana University, demonstrates how academic innovation can support the use of the Balinese script through technological devices.

The presentation of the keyboard to the Minister of Culture took place on October 19, 2026, at the Heritage Beach Garden, The Westin Resort Nusa Dua. This moment underscored the importance of preserving the Balinese script through the utilization of digital technology.

Udayana University’s contribution also extends to the development of domain names using Balinese script within the ‘.id’ ecosystem. This initiative enables the public to incorporate the Balinese script into their online identities and internet addresses, while further demonstrating the practical application of research in services accessible to the wider community.

This endeavor is technically grounded in ‘Label Generation Rules’ (LGR)—a set of guidelines that define the specific characters and sequences permitted for use in domain names. The Label Generation Rules (LGR) for the Balinese script have been incorporated into ICANN’s Second-Level Reference Label Generation Rules, published on October 25, 2024. This reference serves as a technical foundation for the standardized development of domain names using the Balinese script.

Subsequently, the Governor of Bali inaugurated the launch of second-level domains using the Balinese script on December 11, 2025, at the Ksirarnawa Building, Cultural Park, Denpasar. The Faculty of Mathematics and Natural Sciences (FMIPA) at Udayana University contributed to this initiative through Cokorda Rai Adi Pramartha, Ph.D., who was involved in developing the Balinese script system for internet domain names.

At ICANN87, Cokorda Rai Adi Pramartha brought this experience to an international forum, serving as a speaker in two sessions. On October 19, 2026, he participated in the session titled “Enabling Multilingual Internet through Universal Acceptance,” presenting on “Balinese Script on the Internet: Implementation and Universal Acceptance Roadmap.” His presentation covered the implementation of the Balinese script on the internet and the roadmap for expanding its support across various digital systems.

Universal Acceptance is a principle ensuring that valid domain names and email addresses—including those utilizing diverse languages and scripts—are correctly accepted and processed by digital applications and services. In the context of the Balinese script, such support is essential for making digital identities based on regional scripts more accessible and user-friendly for the public.

On October 20, 2026, Cokorda Rai served as a speaker in the session “How It Works: Internationalized Domain Names.” He outlined the journey of the Balinese script toward its adoption for internet domain names—an experience that can serve as a reference for developing support for other regional scripts in Indonesia.

The participation of Udayana University in this forum aligns with the national focus on the digitalization of Indonesia’s regional scripts. During the ICANN87 proceedings, the Minister of Culture, Fadli Zon, emphasized the importance of integrating regional scripts into global digital infrastructure, supported by research, education, technological accessibility, and cross-sectoral collaboration. Currently, the registration service for domains using the Balinese script is managed by a business unit within the Faculty of Mathematics and Natural Sciences at Udayana University and can be accessed via bali.domain.id.

Through research, software development, and domain services, Udayana University supports the sustainability of the Balinese script as a cultural identity used in daily life. Participation in ICANN87 also expands knowledge exchange and collaborative opportunities to build an internet that accommodates a diversity of languages and scripts.
