Badung, October 6, 2026 – Udayana University (Unud), through its Integrated Service Unit (ULT), held an online workshop on formulating public service standards on Tuesday, October 6, 2026.
The event, which ran from 09:00 to 12:00 WITA, featured a highly competent national expert: Dr. H. Abdullah Azwar Anas, M.Si., the Minister of State Apparatus Empowerment and Bureaucratic Reform (PANRB) of the Republic of Indonesia for the 2022–2024 term. Participants included the university’s leadership, deans, directors, unit heads, and the Udayana University Integrated Service Unit (ULT) team.

In remarks delivered on his behalf, University Secretary Prof. Dr. dr. I Putu Gede Adiatmika, M.Kes., stated that Unud’s transformation into a State University with Legal Entity status (PTN-BH) represents more than just a change in status; it is a momentum to shift the mindset from general service provision to services oriented toward public satisfaction. “We express our gratitude to Mr. Abdullah Azwar Anas for sharing his expertise despite his busy schedule. His insights serve as a valuable reference for us in enhancing our one-stop service standards through the ULT,” he said.
In his presentation titled “Moving Toward Impactful Bureaucratic Reform,” Azwar Anas emphasized that institutions—including universities—must not get trapped in the formalities of seminars devoid of tangible action. He shared empirical experiences from his time leading Banyuwangi Regency and the Ministry of PANRB, highlighting that the keys to service improvement are the streamlining of lengthy business processes and the integration of digital systems. “Many campuses are busy holding workshops, yet these often fail to result in actual service improvements. My hope is that today’s workshop will yield tangible results. Despite limitations in time, human resources, and budget, leadership must have the courage to pursue innovative breakthroughs. Do not get bogged down in creating a multitude of separate applications; instead, integrate services into a single digital portal,” asserted Azwar Anas.

He cited examples of how streamlining business processes—reducing steps from 14 to two at the National Civil Service Agency (BKN) and from nine to two at the National Public Procurement Agency (LKPP)—led to both budget savings and faster service delivery. “Campuses must focus on priorities. Identify key issues that directly impact students, faculty, and administrative staff, then resolve them through cross-unit collaboration,” he added.
The discussion session, moderated by Dr. Anak Agung Ayu Intan Parameswari, S.IP., M.Si., was dynamic and engaging. Participants enthusiastically explored practical strategies to cut red tape, overcome sectoral silos, and determine digitalization priorities within the Udayana University (Unud) environment. Addressing questions regarding resistance between units, Azwar Anas emphasized the importance of strong leadership from the Rector and senior officials to unify the vision, supported by integrity pacts and clearly defined targets.
This workshop marks a concrete first step for Unud in formulating more responsive public service standards. It is expected that the outcomes—ranging from business process mapping and service workflow simplification to the strengthening of integrated digital infrastructure—will be implemented promptly. Udayana University is committed to continuous improvement, ensuring that every service provided is not only fast and transparent but also delivers tangible benefits to all stakeholders.
