Aiming to Become a Center of Excellence for Healthcare and a Representative Learning Facility, Udayana University Holds FGD to Strengthen Governance of its University Hospital and Dental Hospital

Jimbaran – Udayana University (Unud) is reinforcing its commitment to developing the governance of its State University Hospital (RSPTN) and Dental and Oral Hospital (RSGM) through a Focus Group Discussion (FGD) titled “Strengthening Governance and the Consortium Plan for State University Hospitals and Dental Hospitals.” The event took place at Udayana University Hospital (RS Unud) in Jimbaran on Friday (August 28, 2026).

The FGD served as a strategic platform for Udayana University—in collaboration with the Ministry of Higher Education, Science, and Technology (Kemdiktisaintek) and the Association of State University Hospitals (ARSPTN)—to discuss strengthening governance and development strategies for university hospitals. The goal is to create hospitals that are independent, excellent, and integrated with the implementation of the *Tridharma* (Three Pillars) of Higher Education.

Udayana University Rector, Prof. Ir. I Ketut Sudarsana, S.T., Ph.D., emphasized in his remarks that Unud continues to push for the strengthening of RS Unud and RSGM Unud as vital components of the education, research, and healthcare service ecosystem.

RS Unud, which has been operational since 2013, and RSGM Unud, the construction of which began in 2023, play strategic roles in supporting education and healthcare services. Consequently, strengthening governance, improving management efficiency, and optimizing resources and assets are crucial steps toward establishing sustainable hospitals.

“We are fully committed to ensuring that RS Unud and RSGM Unud do not become a fiscal burden on the university; instead, they should become centers of excellence for healthcare services, representative learning environments for students, and sources of independent innovation,” the Rector stated.

On this occasion, the President Director of Udayana University Hospital, Prof. Dr. dr. Anak Agung Wiradewi Lestari, S.Ked, Sp.PK(K), presented the profile of Udayana University Hospital (RS Unud), its service developments, and the potential and challenges involved in managing a university hospital. Her presentation outlined the hospital’s role in supporting healthcare services alongside education and research within the Udayana University environment.

Meanwhile, the President Director of the Udayana University Dental and Oral Hospital (RSGM Unud), drg. Eka Pramudita Ramadhany, Sp.Perio (K), RPI, introduced the hospital’s profile, service developments, and future strategic direction as part of the ecosystem for dental education, research, and healthcare services. This presentation played a crucial role in identifying opportunities to strengthen RSGM Unud’s services and governance moving forward.

In line with these governance improvements, Prof. Dr.med. Tri Hanggono Achmad, an expert advisor to the Minister of Higher Education, Science, and Technology, stated that university hospitals need to evolve beyond their conventional roles as mere teaching hospitals. These hospitals are expected to become hubs for innovation and research and development, while being integrated into the university-level Academic Health System (AHS) framework.

He emphasized that the interconnection between education, clinical services, and primary healthcare networks is vital for building a robust academic health system. In this context, students also play a role in strengthening referral networks between primary healthcare facilities and university hospitals.

The Chairman of ARSPTN (Association of University Teaching Hospitals), Prof. Dr. Nasronudin, dr., Sp.PD., K-PTI., FINASIM, explained that the sustainable management of university teaching hospitals relies on three key pillars: the quality of human resources, increased patient trust and volume, and financial independence. Furthermore, a service-oriented culture is integral to strengthening the hospital, specifically through the application of the SSPP principles—*Sopan* (Polite), *Santun* (Courteous), and *Penuh Perhatian* (Attentive)—when serving patients and the community.

The Focus Group Discussion (FGD) was also attended by Prof. Drs. T. Basaruddin, Aprilia Ekawati Utami, S.T., M.T., and Prof. Dr. Dr. Nasronudin, Sp.PD., K-PTI., FINASIM; Dr. Eka Pujiyanti, S.KM., S.E., M.K.M.; Dr. dr. Viera Wardhani, M.Kes; the Vice-Rectors of Udayana University (Unud); the Supervisory Board of Unud Hospital; the Dean of the Unud Faculty of Medicine; as well as the leadership teams of Unud Hospital and the Unud Dental and Oral Hospital (RSGM).

Through this Focus Group Discussion (FGD), Udayana University is strengthening the transformation of Unud Hospital and RSGM Unud toward a university hospital governance model that is increasingly autonomous and competitive. This strengthening is expected to expand Unud’s contribution to healthcare services while simultaneously supporting education and research, thereby delivering broader benefits to the community.
