Transition to PTN-BH: Unud Holds FGD to Accelerate Regulatory Drafting

Jimbaran, September 18, 2026 — Udayana University (Unud) is accelerating the drafting of internal regulations as part of its preparations to transition into a State University with Legal Entity status (PTN-BH). This initiative was addressed during a coordination meeting and Focus Group Discussion (FGD) held at Unud’s Ruang Bangsa on Friday (September 18, 2026), attended by deans and the university’s leadership team.

Unud Rector Prof. Ir. I Ketut Sudarsana, S.T., Ph.D., stated that this acceleration is necessary because the transition process requires adjustments to various governance frameworks and regulations within a limited timeframe.

“We must ensure that this entire transition process proceeds smoothly, is well-coordinated, and complies with regulations. Therefore, the entire leadership team needs to work together so that the necessary regulations and governance frameworks can be finalized on time,” the Rector said.

According to the Rector, the FGD serves as a crucial forum for aligning understanding and gathering input from faculties, work units, and the University Senate, ensuring that the drafted regulations accommodate Unud’s institutional needs.

One of the strategic agenda items discussed was the change in the Work Unit (Satker) Code from Public Service Agency (BLU) status to PTN-BH status. This change is part of the adjustments to Unud’s administrative and budgetary governance, aimed at ensuring the smooth processing of employee salaries and university operations under the new budgeting mechanism.

Unud Vice Rector for General Affairs and Finance, Prof. Agoes Ganesha Rahyuda, S.E., M.T., Ph.D., explained that finalizing the documentation for the work unit code change is a top priority. Unud is targeted to finalize the relevant documentation at the university level no later than November 17, 2026, prior to the Ministry’s subsequent submission of the materials to the Ministry of Finance on December 15, 2026.

“The Ministry has set a deadline of November 17 for finalizing the paperwork regarding the work unit code change at the university level, before it is officially submitted by the Ministry of Education to the Ministry of Finance on December 15,” explained the Vice Rector for General Affairs and Finance (WR II).

To meet these requirements, Unud is preparing nine key documents: the new Organizational Structure and Work Procedures (SOTK); internal regulations/Rector’s regulations; tuition fee rates; unit cost standards; the Annual Work Plan and Budget (RKAT); asset valuation; the appointment of the Budget User Proxy (KPA); funding assistance; and an official cover letter.

In addition to preparing administrative documents, Unud is streamlining its internal regulations. Provisions mandated by 52 articles within the Government Regulation on PTN-BH (State University with Legal Entity Status) are being consolidated—using an omnibus approach—into 25 Rector’s Regulations (*Pertor*). Seven of these regulations refine existing BLU (Public Service Agency) rules, while the other 18 are newly drafted regulations.

The Focus Group Discussion (FGD) centered on five priority regulations: the Rector’s Regulation on the University’s Organizational Structure and Work Procedures (SOTK); the appointment and dismissal of leadership positions subordinate to the Rector; procedures for establishing internal regulations; procedures for the initial appointment of organizational leaders; and regulations regarding study assignments, study leave, and other priority internal governance matters.

Subsequently, input from deans, unit heads, and Senate members will be gathered to refine the regulations. The finalized documents will undergo a legal review by Unud’s Legal Affairs Office before being officially enacted. Through the coordination and accelerated drafting of these regulations, Unud is committed to ensuring that the transformation into a State University with Legal Entity status (PTN-BH) proceeds in a structured manner and in compliance with regulations, while simultaneously strengthening institutional governance to support the realization of a Udayana University that is increasingly autonomous and globally competitive.
